Gpu clock issuse

Hey remember me, I am the guy with stutters in his new build I think I figured out the cause of these stutters 

It's the gpu core clock speed I found that it isn't stable it goes from 1853MHZ to 600MHZ repeatedly, any ideas what should I do 

 

ps:  it's a zotac gtx 1070 mini

Temperatures? Might be termal throttling.
And when playing which games?

nah there was no throttling and during AC syndicate 

the gpu was stable at 71c then drops speeds to reach 63c

Could be VRM throttling...

 

Download GPU Z. It has a monitor that lists the reason for throttling, pwr, temp, voltage, ect

How could I figure out which of them causing the throttle
