Again, depends on the game, if you want to play Cities: Skylines, then yes, it will heavily bottleneck, but for CS:GO for example, only a little.

It will bottleneck, in any case, if you have the money, buy an R5 1600X, it is known for its good price/performance value. MB shouldn't be that expensive, there are AM4 MBs for as little as €80-90 here in Belgium, and the 1600X is ~ €240 so that should give you an idea.

The 1600 is a shit choice, it's more of a side grade than an upgrade(yes it is a small upgrade as well) which will end up costing more than just getting an I7 4790, I7 4770 or either of those chips in their K SKUs and they will be quite a bit better than the 1600

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

I agree, it's far off from like a 8700K or something similar, but since @Myron Lou is on tight budget I believe, buying an old 4790K is a good option, but then you've got to live with the fact that some newer standards were not supported on an older platform, those are the perks of living with older hardware, and don't know if Myron is ready to do that. But then again, if you can afford a 1070 or 1080, I presume you can buy a decent CPU...

what you loose out on for going with 4th gen I7 over Ryzen:

Ryzen + and Ryzen 2

DDR4

that new USB frontpanel connector that like, 4 cases use

two or four cores/four or 8 threads

RGB headers

better NVME support

thats about it, and honestly thats nothing major. NVME is a complete waste for most people, and so are those extra slower cores. DDR4 is extremely expensive and RGB headers are IMO nothing major. it will end up cheaper to get the I7 anyway and net better performance in games so i cant see much of an argument for going with Ryzen, but if the Ryzen +/2 rumors of 5GHz 12 cores for $400 turn out to be true i will eat my words but i honestly cant say they seem too credible
