They removed it for Windows 10 Pro with the newest Fall Creators Update. Now it's available for Windows 10 Pro for workstation and it's not bootable. Only for data drives.

I don’t think Microsoft ever made “ReFS” bootable to begin with ever since Windows 8 Pro.

They mentioned it's the successor to NTFS, so most automatically assumed they can run Windows off that new file system, even though that's not the case.
