Should I buy an i7 7700k and ASUS Maximus board, NIB.  (less than $400USD)  already have 16Gb of DDR4 laying around    but I have a 4770K and MSI z170 that I am really happy with (probably can recuperate some of the money selling aforementioned used parts )  truly undecided

It isn't a huge leap, I myself have 2 systems running on a 4790K. While I'm very happy with them, I personally would prefer higher core counts.

But they are blazing fast in single core tasks and gaming is not a problem, you could also overclock these given that you install a beefy aircooler or liquid cool the chip.

just remembered that 7th gen has a casting feature that seemed cool.  now I just wonder if its any good? off to google I go!

May I ask what you mean by casting?

If you mean video encoding with H.264, the 47XX also has that. You just need to enable Intel HD graphics and set it up properly in Open Broadcaster Software or XSplit. Most recent CPU's from Intel have a feature called Intel QuickSync. I believe that is what you mean. Though I'm not sure..

 

Just keep in mind a 7700K isn't much of an improvement over previous Quad-Core chips from Intel.

You could stick with what you have, or go for Coffee Lake/AMD Ryzen.

Do you mainly game or is there more to it? Running VM's/Streaming/Encoding/Recording/Editing Video-Audio?

No, why should you?
Makes no sense whatsoever. You waste ~400 bucks for what? 5% more performance?
IPC of Skylake isn't much better than Haswell, only memory bandwith increased.

ANd also there is Broadwell. If you can get your hands on one of those chips, it would be the best option.

 

But going from a relatively new 4 Core CPU with SMT to another 4 Core CPU (with SMT) just makes NO SENSE at all!
