Hello, So I had issues with my new PC so I had to move back to my old one for a short period of time. But I'm having issues with the CPU not running faster than 0,8GHz (i7-4790k) When I left this PC it was running at 4.4GHz all the time (trubo boost)

 

What can I do? My bios says it's running at 4.4 but all my tests suggests that it's slow. Windows reports that it's running at 0,8GHz, HWMonitor does the same and so does intel xtreme tuning.

 

I did reset my bios as my computer didn't find my second video card.

have you tried resetting the cmos?

see if it's limited on windows power settings

It was, and I disabled it but there was no difference, sandly.

my windows now has the last update and i cannot find anything. But in the advanced settings there are a lot to choose, some are cpu related, minimum and maximum speeds. There you can limit speeds and it really limits trust me.

Make sure your cpu cooler hasn't died. 800mhz is the lowest an intel cpu will run at before actually just crashing the machine due to heat if the cooler fails.

Yes, for the same reason - it's the lowest a modern intel CPU will clock. But that doesn't apply to @Joveice as he's using a desktop CPU, not a mobile u-series, and if he's already checked cmos and power settings, heat is really the last thing that could be causing this.
