Not all TDP values are made alike. Which exact CPU and cooler combo were you thinking?

Main System: EVGA GTX 1080 SC, i7 8700, 16GB DDR4 Corsair LPX 3000mhz CL15, Asus Z370 Prime A, Noctua NH D15, EVGA GQ 650W, Fractal Design Define R5, 2TB Seagate Barracuda, 500gb Samsung 850 Evo

If you name the CPU and cooler then we might be able to tell you better whether it would do the job or not.

Considering that heatsink is basically the same size as the ones those shipped with (as well as being nearly the same size as the one in my grandmas PC) I think you'll be fine. ;)

They could also test it on the APU, gradually increasing load, or at least take a peak in the BIOS.

I kinda think AMD blew up the TDP on them since my i3 3240 runs as hot on a smaller heatsink (same size fans and basically the same fin density, but not as tall). Tangent aside, I doubt it'll get too hot.

Be careful there as well as dropping voltage too low could make the chip unstable.
