Which build would you suggest and why? I'm not biased toward AMD or Intel, but I do  believe you get what you pay for so any guidance is helpful.

Trying to keep it under $1050 including taxes and shipping if possible.

For both builds I'll be purchasing one on the 18th. Of course before I purchase I'll make changes dependent on sales, if there are any good sales going on that I can take advantage of.
In January I'll be adding a 120gb+ SSD and Corsair H90 (mounted at back vent as exhaust).

 

Both builds will have the same case, airflow, and water cooling system.

Diagram below will show how I intend to cool the system, with intake from the front and exhaust from the top and back. Including a push pull setup with the radiator.

Would this cooling setup work well?

I'm not a fan of the FX line of CPU's but I'd say the AMD built will offer better value but I would drop the 280x and get a 280 and OC it yourself but if it was my money then I would be going for Intel.

Has much nicer flat cables.

Go with an air cooler and put fans in the two top vents only if you run into throttling from VRM heat. 

you're pissing all over the "silence" aspect of the case with an h90  <_<

Keep a front intake to rear exhaust airflow and don't disrupt it with top fans. 

 

Get a barracuda instead of a caviar blue. It's a bit better. 

The extra fans may also not be necessary.

What would be the difference between the 280x and 280? I can't find an R9 280 anywhere.

 

I would make the rad intake air and put a dust filter on the back.

 

I would go with the AMD build (the AMD's cores will become much better than Intel's with console games) and get the 990fx UD3 instead.

I'd pick the Intel because I prefer it but either build will be good.

 

Don't buy any fans. Move the rear 140 mm fan to the front when you get the H90. This should give you decent air flow and maximize noise reduction.

 

I'm with WoodenMarker on the Barracuda, Seagate ST1000DM003.

The problem with passing intake air over a radiator is that it immediately raises the ambient temperature inside the case. This reduces the cooling efficiency of air cooled parts like a gpu.

It'd be best if you covered the top and bottom holes. Not necessary but a good idea.

What do you use the system for? If it's not cpu intensive, I wouldn't pour much money into cooling the cpu.

You confuse 280x with 290x.. There is no AMD Radeon R9 280.

 

The 'x' also means more shader cores... In the case of R9 290(x). (With the 270/270x, it is just a higher clock).

They're probably going to do the same thing as 270/270x and come out with the 280 later as a more value oriented card with the performance of the 7950.

It's already push pull. Replace the stock fans. They are quite loud.

A NDH14, PHTC14PE, or Dark rock pro 2 are all aesthetically amazing, especially if you match the case with Noctua fans. 

 

You would be best doing this as an Intel and high end air build.

You shouldn't use those fans on an h80i. It's an AIO and it doesn't matter that much it's still suboptimal because the fans are not intended for that use.

It would match but why?

Yes on the fans. I haven't seen any H90 benchmarks on the difference between push only and push/pull. Typically the difference is only a degree or two. Personally I'd use push which should help reduce the noise escaping the case. You can always replace the fan with a quieter one if you find things too noisy. Everyone's noise tolerance and environment is different, so wait until you hear it before you decide.

Looks like I may be getting the H80i and replace the fans with two 120mm setup in a push push exhaust factor.
