I NEED HELP!!!

Hey guys i just bought a pc and my windows 10 icons wont show up. Also, it wont let me open anything and I cannot do anything but Control+Shift+Delete and when I try to open task manager it wont open. Nothing will open and I have a good stable 50 mbs lan wifi. I cannot click on anything and went i drag my mouse to the task bar it doesn't do anything. Can't even open any commands like Windows button+ I or WIndows button-R. 

PLEASE HELP

This new from store PC or used? Sounds like you are using guest or other normal user account and not one with admin rights. If its from store, return and ask them to fix it. If its used, you need to reinstall Windows to gain admin rights.

run cmd in administrator mode


1) net user administrator /active:yes < unlock and enable administrator account

2) net user administrator password < set a password

3) log off and login with administrator account. 

4) change your user to and administrator account
