Intel Turbo Boost doesn't seem to be working or, at least, I don't have a way of confirming that it's working. I tried monitoring core clock speed with both CPU-Z and Intel Turbo Boost Monitor, while running Prime95 one-core benchmarks and gaming. It never exceeds 2.8 GHz (i5-8400).

 

Troubleshooting steps I've tried:

-confirmed that I have the latest BIOS version and Turbo Boost is Enabled in BIOS

-confirmed that Windows is in High Performance power mode

-ran Intel Processor Diagnostic Tool, all tests were passed, detected 2.7 CPU frequency

-installed Intel Extreme Tuning Utility. Confirmed that it shows Turbo Boost as "enabled". Ran a benchmark and it still shows MAX frequency at 2.75GHz

 

My question is: is there any way to confirm that Turbo Boost is working? All benchmarks and monitoring tools show 2.7 GHz clock speed at all times under heavy load (yes, including 1-core tests). I'm starting to believe that Turbo Boost is not working. In that case, is there any way to troubleshoot it?

I'm pretty sure a CPU/GPU only turbo boosts if it's under a hard enough load that it actually has to speed up.

 

EDIT: Also make sure it's enabled in msconfig

Not sure if 450w psu is a good choice for something like that.

I don't have anything related to TB in msconfig

I believe the turbo boost for the 8600 is for one core. also check to see if intel speed step is enabled in the BIOS
