Air cooling will still be enough. Espicially since liquid cooling (even AIOs) is mucho expensive in Canada.

If you go Ryzen, you won't need water cooling unless you go overclocking over 1.35volts. Not sure about Intel though.

There was really no possible way to fit that in with the budget without sacrificing performance with lesser hardware. Besides, that WD Blue is pretty fast for me, and I have the 5400RPM version.
