All right.

Was this GPU included, when you bought the PC, or did you upgraded the GPU afterwards at some point?

If it's the latter, that would be it.

Your Computer was build as a Desktop PC, a Multimedia / Office PC, with quite weak Hardware. CPU was ok back then, but the GPU was probably just an office GPU, that consumes very little power, and doesn't produce much heat (especially in any office / Desktop / Multimedia scenarios).

Also, that no-name 300w PSU is an indicator for my assumption.

Low heat output --> Case does NOT need to have much fans, or any fans at all --> quiet.

Now, you put a strong gaming GPU in the PC. And while it does work, it consumes more power, and generates MUCH more heat. Heat, that can not be replaced fast enough, since your Case does not have any Fans, or it only has 1 small Fan.

Heat gets more and more, GPU gets hotter and hotter, and fans spin up to 70%, to keep the GPU temperature under control.

Did you had these issues with this GPU all the time? Or is that GPU new?

Thermal paste prolly. Still gonna be old and dry if the card sat around. Could also be airflow but shouldn't be that bad.
