Windows slow/buggy

Recently I reset my pc, so I could clear all the junk off that I didn't want, but ever since it hasn't been performing as well as it did before.  I'm not sure if these are all related or not, but these are the issues I've been having.  

 

1) when opening/browsing windows explorer, there is about a .25-.5 second delay and it is not smooth like how it should be, like how it was prior to the reset.

2) Chrome is very buggy, when I move pages around my screen the window is very jolty, or for example when I move a tab to my second monitor there is no response until a small delay after then the tab appears where it should be, so there is no smooth dragging "animation"

3) In Chrome, whenever I move my cursor over a video, doesn't matter what site (youtube, twitch, etc) the video gets super choppy for a few seconds and it unwatchable (yes, I cleared cache and everything)

4) I reinstalled league of Legends today, but it is lagging some

 

I can't figure out why I'm having all these little issues, but they are very obnoxious and of course I want to get rid of them.

I doubt it's my system, since it is definitely powerful enough

Most likely it's a driver issue.  I'd check to make sure you installed them all after reinstalling windows.  Failing that it is possible that Windows just didn't install correctly, another re-install could solve it.  Probably drivers though.

You should do a clean install not a reset.

Make sure you delete all the partitions when you get to that step, and there should only be one drive connected to the PC while installing.
