Value of money is different with every person.
Anyway, c2d is quite cheap, but the most problematic is finding a good motherboard for it.
it's quite useless if you won't or can't overclock it, also last time I check, you will not run CS:GO well enough with c2d.
if you want to build cheap computer at least get dual core pentium/celeron based on sandy/Ivy bridge,
usually most 2nd hand seller sell a combo G620/H61 board for $50 or less.
