Installing microsoft office apps in ipad mini

Hey guys i got a little "problem" and i'm a little bit confused... Here's the thing: some days ago installed PowerPoint from microsoft on my iPad mini 1st gen no problem ... But now i want to install Excel too and it says i need ios 10 or after to be able to install it ... So i went to the powerpoint page on the appstore and it said ios10 was required although it let me install the app some days ago withouth having ios10 (i got 9.3.5 and my ipad doenst support ios10 so i cant update) ... Can someone explain me how the app store let me install powerpoint withouth having ios10? Its working fine but i really want excel too and it doesnt let me get it .

If it requires iOS 10 and you aren't on iOS 10 you can't get it unless you have a previous version.

iOS used to be able to install old version of apps but I'm not sure if it still can.
