I've just spend the last few hours looking for information on neural networks and how to get one up and running. 

Right now, literally nothing makes sense. 

 

Is there anyone who is kind enough and knowledgeable enough that I might be able to talk to? Just run some basic concepts and ask for clarification.

 

The language I'm using is Java, but this knowledge should be relatively transferable through all languages.

Choose whatever you need. Any more, you're wasting your money. Any less, and you don't get the features you need.

 

Only you know what you need to do with your computer, so nobody's really qualified to answer this question except for you.

are you familiar with how they work in theory, and are just having some implementation issues? If you are still not sure about the overall "what the heck is going on here", there is a really good video that covers the main concepts of how a basic neural net works with good visuals here: 


If you're looking for more implementation stuff, I'm confident (because I just googled it) that you can find some java neural net implementations online that you can pull ideas from.

When I started learning theory of neural networks, my brain felt like after it got anal fucked by a gorilla, but after some time (couple of days) when my brain finally clicked, I throatfucked that gorilla and built my first, tiny neural network. That feeling was priceless. You can watch Coding Train on YouTube about neural networks. The guy builts a tiny neural network that classifies points by their location. Great for learning basics.
