Computer wont shut down

After a power loss two years ago I am unable to shut down my windows computer. If I go to Start > Shut Down it will go through the shut down procedures then just boot back up. I can however hold down the power button on the case and it will shut down normally as long as the button is held until the computer is fully off. Any thoughts or suggestions would be appreciated!

My computer did something similar a while back. Make sure you don't have Wake By USB or something similar enabled in BIOS cause your mouse will cause it to turn back on.

If you have windows 10 use the built in refresh option to reset windows without losing your files. If that doesn't work then maybe clear your CMOS.

when your  pc is off, unplug the main wire then press the power botton for 10 ~ 20 seconds, this should flush the capacitors. 

bec you said it had experience power loss.
