Also if you want someone specific to reply to something be sure to quote them using the arrow button under a comment or type @ and then their name like this @Zando Bob you will have to click the name you want

It is possible they sold you a dead xeon. Do you have another LGA 1366 motherboard you could try it in?

Then do it anyway. Cpus are hard to kill, check where the contacts are, does it look like any capicitors (Are they?) are missing
