Forum issue (making new paragraph)

I have had this issue on forums on my PC for a long time, I already tried multiple browsers (Vivaldi, Edge, Firefox), I already reinstalled Windows... it is infuriating because I have to refresh the website to fix it which is annoying.

Sometimes, when I want to insert a new paragraph after I press ENTER key, most of what I have written will delete itself randomly. I only browse forums on my PC and my phone and I only ever encounter this issue on my PC so I am not sure if anyone else has this as well... here is the video of the issue:
