I've got a 78LMT-USB3 motherboard and when I plug in my USB3 front panel plug and the extra plug that is pigtailed to it into the F_USB1 sometimes it'll work like with my WD passport which is USB3 but most stuff won't work. Like when I plug in my phone using USB3 my computer will keep making the plugged in noise but won't connect. Do I need both of the plugs for full USB3 or is the second plug only for mobo that don't have USB3? Does USB3 need the extra connection to support bandwidth or to feed it extra power?

I don't even know what you're asking? If you can try to phrase your question a bit better it might help.

At a guess I'd say the front panel connectors are one of those weird controllers that give you the constant connecting/disconnecting cycle. If that is what's happening, try using the back panel USB ports instead, and if not long enough, get a USB 3.0 hub, they are really cheap nowadays.

Is it only 3 on the front of the case? If so try removing the USB 2 header

There are 2 port and has separate headers for USB 2 and 3 coming from the front. The USB 3 has a USB 2 header of it's own.

When I plug both the USB 3 and the USB 2 looking header that comes out from the 3's header my computer will keep making the "something has been plugged in" noise but the device won't show up in windows. What I want to know is 1. does USB 3 need an extra header to get full bandwidth and/or feed it enough power?  2. am I just missing a driver for it to work right and that windows 10 default driver won't work? 3. is the extra header that comes from the USB 3 header just for compatibility with MOBO that don't have the slot for USB 3 on the MOBO?

USB 3.0 does not need another header at all, I suspect it's just for compatability to use the F panel connectors for USB 2.0 if you don't have a mobo with USB 3.0 headers. Windows 10 has always provided the correct drivers for my front panel connectors on all the PCs I've built since it's inception.
