For some reason recently I have been getting terrible lag on my desktop. My CPU is running fine. Not at 100% constantly nor is my ram. My SSD space is not full or anything. This is on all usage not under any particular load. Desktop usage just the same, posting a link to show you what  happens on desktop usage. It's like my computer is running at 10fps constantly.

No rebooting doesn't solve it, how would I check updates?

Have you tried updating CPU and GPU drivers?

Also was this issue present when you first installed Windows?

GPU drivers were indeed updated recently, no this wasn't an issue on first install.

EDIT: Just checked and yes there was a update a couple of days ago.

2017-10 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4041676)

Hold on a sec did this happen after you updated to the "Fall Creator update" of Windows 10?

Is there a way to reverse it to see if that was the issue?

1703 is the Creators Update. Not Fall Creators Update. Important difference.

Nope. You can't reverse if your build upgrade was done more than 30 days ago. You have 1703, which is a build that started to spread 6 months ago.

Uninstalling individual updates however is possible. Go to control panel and locate programs and features. Click show installed updates (non-English Windows, bear with me) in the top left and uninstall your most recent update from there.

This comes up with applications, how would I remove the update?

Don't pay attention to the language, but the window should look like this, and the yellow marked section is where you can view installed updates and uninstall them. Your translation will probably also say something like "view installed updates".
