at a budget of around 800 usd would looks even matter? would you just try and spend the least you can on the case (50$ case) and psu with mustard and ketchup cables, just to get an i5+ GTX 1070 or rather downgrade to a GTX 1060 just to make the build look better with the spare 100 ish dollars?

Usually id say get the best components and ignore the looks but after seeing a few posts on the forum i'm not really sure.

I'd take a look on used hardware (other than the PSU) that arent too old instead. I mean, I can get an i5 with 980ti and good PSU with the same money.

Function. Though that doesn't mean you have to go all potato. 50$ case can look great (NZXT s340). Then pick couple of your parts with same or similar color trow in some cheap RGB strips and you have decent looking tower.

Heck, tape your PSU cables with electric insulation tape of a matching color.

Although pretty much everything I personally do is for aesthetics, at that price range i'd be looking for a nice, clean case without a side-panel window and be settling with the best components I could get my hands on. As @Jurrunio said above, on a low budget (or any for that matter), buying used is a fantastic way to increase price to performance.

at that price id go with the cheapest case where you barely dont have to be ashamed of it and then no window so you can get whatever ugly board yuo need to non-modular psu and stuff

"You know it'll clock down as soon as it hits 40°C, right?" - "Yeah ... but it doesnt hit 40°C ... ever  😄"

That case has supposedly terrible airflow which on average increases the temps about 10c
