do I have bottleneck

No you don't have a bottleneck. Your CPU usage is only at 35% because it doesn't take 100% of a 6700k to run a game but it takes near 100% of a 1070 to run at (I assume) max settings. Is 110 fps not enough? No idea about the full screen issue as I'm able to play DiRT Rally in full-screen with the same specs.

My system specs are in the drop-down menu, my GPU usage is at 98% and my CPU is at 35%, I'm playing dirt rally, but for some reason, in dirt rally, it won't let me do full-screen mode, maybe that's the problem. and how would I fix that.

I don't know why it's not allowing you to play in full screen. But it certainly doesn't seem like a bottleneck issue.
