My friend is building his first PC and i told him that he should build the pc outside of the case to make it easier if something wouldnt work. The question is, does he need to install an hdd/ssd with windows to see that everything works? or is it ok to just get into bios?

if you just want to see if it will post you dont need it, it will boot into BIOS

It's mostly to see if it boots into BIOS and outputs and image. After that, you can just remove the GPU, install the motherboard into the case with the RAM, CPU and cooler on it (unless it's an AIO, then you'd want to take it off first, then reinstall it)

If you just want to see that it POST, get into bios.

 

If you want to see if any of the hardware is defective, install windows and run a bunch of tests while it's outside of the case. This is optional but highly recommended as it could save you a lot of time later on.
