When i play pubg or h1z1 this happens. This time it followed this player. Watch the picture and you Will understand. The only way to fix this is by restarting the pc

I would just reinstall the OS. It's generally easier than actually figuring out the problem and faster if you have an SSD.

It is because H1Z1 is a poorly made game. That is why companies are able to be sucessful in making their own copies like PUBG and Fortnite

So it has happened for over a year... It sounds like you have a bad video card or it needs a flash... there are about 10k results if you google "sapphire r9 280x toxic flickering" most say to try flashing bios...
