Well I had a pretty old laptop lying around who's thermals were horrendous. So I opened it up cleaned it from all of its dust and applied new thermal paste. Now it works like a charm.

Adding new thermal paste to the CPU will have a temperature redution, only by a small margin, only by a couple of degrees. It wont "significantly" reduce temperatures, it will slightly reduce temperatures, not by a lot. Aside from that, it wont affect performance, instead, it will improve and reduce temps.
