I would recommend the HP DC5850 or another computer that is similar to that. In your case, I think that a pre-built machine would be better in general.

i think by budget they were asking how much money you were looking to spend.

I would recommend this computer (the HP DC5850) which I will link in this post. I think that that this one would be better than the last gen Optiplex.
