My SSD boots faster, but has no better download than my HDD. Is this due to internet speeds?

Its an overwatch update, my internet is 40+ mbps and I'm only getting 1.5 mbps

Are you sure it's not reporting in megabytes per second? Most downloaders I've seen report in megabytes and not megabits.

 

Though that doesn't improve the situation much because 8Mbps give or take is a megabyte per second. And even then, it could be a combination of things that doesn't let you download from Blizzard's servers fast enough.
