Is a charger without earth leakage o.k?

Hi,

I recently replaced my HP laptop's charger after a power surge, however, the new charger has no earth leakage. I use my laptop as a desktop at home so I take out the battery and keep it plugged in when I work.

I have everything plugged into a surge protector but I am worried that the new charger might be dangerous to use as a permanent power cord.

 

I do have a Dell charger but it is rated at 19.5v and the HP's old charger is rated at 19v, both are 90W. Could I use the Dell charger if I take out the battery? Would it be o.k. to use the new earthless power cord?

 

Any advice would be appreciated.

Since most adapters are inverters to DC its not exactly required to have a ground. Lots of adapters don't require one.

Did you replace it with an official HP charger or just another random one?

Also, DONT use the dell one since it has a different voltage. Voltage and amps are what matters, not maximum wattage

It is a universal charger, I could not find an HP original anywhere.
