yeah thatll work fine with any modern cpu, i wouldnt go past the 1060 with an i5 as it starts to bottleneck, save a bit longer if you cant deal with the 1060, you can save and re-evaluate the hardware being released at the time

i wouldnt hold your breath about that, but you are only gaming at 1080p so a 1070 is entirely overkill as it is more suited for 1440p

yea for now Im just gonna buy a 1070ti and decide between r5 and 1440p honestly the jump from 900p to 1080p is hard to fathom still so that would be awesome

It depends on a couple things. 

 

If you are planning on having an upgrade cycle. In the neighbourhood of 3 to 4 years go for the 1600. If you want to pay that to 5 years get the 1700. I expect games to use the extra cores by 2022.

 

If you are only playing games, go for the 1600. If you're doing productivity, streaming, multitasking, virtual machines, etc. Then get the 1700.

Ryzen has SMT, comes with a cooler, and only needs a b350 board. The system cost of an 8600k will be more comparable to the Ryzen 7 1700 than the 1600. If you account the $100 liquid cooler needed to push 5ghz on an 8600k compared to the wraith spire being able to push 3.8 in the 1700, and the 100 b350 motherboard compared to the 200 X370 board the Ryzen 7 is a better value if he's streaming and creating content. 

 

This changes if he's just gaming. Games don't need 16 threads. They don't use them. The 6 5ghz cores are better when only 6 cores are used such as in gaming. If he's streaming and editing and rendering, the extra cores will be helpful. With ryzen 7 he could probably game while rendering and recording. Not. So with the i5.

You've said that some B350 boards can handle Ryzen 7 1700 at 3.7ghz on the wraith spire. I'm going off of your info buddy.

That's why I mentioned that they don't need a CPU cooler either.
