Help me delete File

Ok i know this sounds stupid

but i have a file that cannot be delete

i try unlocker and i tried startup repair i treid everything 

the file seems to be permanent file won't move (it a .rar file)

please help

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

It didn't work? 

 

I guess your only option then is to remove it while using another OS.  Create a Linux live stick, boot from that and then remove the file.

As for the Linux .ISO, I'd suggest Mint with either the Cinnamon or MATE desktop environment as it's quite similar to Windows.

you can also try taking ownership of it via CMD then deleting it via CMD

How does the file look in your desktop? Can you share a screenshot?
