Maybe it has trouble booting off USB?

try plugging it in internally.

if that doesn't work, then just don't bother.

why do you want windows XP anyway?

A. i cant plug it in internally, no IO

B. Nostalgia

is it an IDE drive? (probably)

if so, then you might have some trouble if you have a modern PC. if it's important, you can try get an IDE > SATA converter.

Old post, I know, but it’s probably not booting due to the difference between the hardware it was installed on and the hardware you’re trying to boot it on. Just install it in a VM.
