Only change I would make is the 4k monitor. If he wants to get 60 fps on basically all games he needs a 1080ti ( I have a 1080 and can get 60 fps on titles with it being overclocked, as well as some compromises on settings). Going for a 1080p, higher refresh rate, and potentially IPS would be a better option for this case build. And he can get that extra money but shaving $30 off his PSU, getting a x350 motherboard (Doesn't need a 370 less he wants to do SLI) and getting a different cooler. That will give him an extra $100-$120 where he can find that type of monitor.

You mean B350? There's some good reasons for going with X370 over B350 beyond SLI (I have a U.2 connector on my X370 board for instance; try finding that on a B350), but since we have no indication of him needing anything like that, B350 would indeed make more sense in my view.

Other than some rather pricy Intel units, have you found anything that uses U.2? I'm beginning to get the impression that M.2 is going to dominate.

80+ ratings certify electrical efficiency. Not quality.

There's a lot of M.2-to-U.2 adapters out there in a 2.5" form factor, so you can have an M.2 drive run at full speed without needing to plug it into the motherboard itself. I know it's a niche scenario, but it's useful nonetheless, and there's always somebody out there who can make use of a niche. I very much doubt that @zbatey is one of those people, though...
