So, I first installed Windows 10 because it's easy to use, then I discovered that San Andreas doesn't work with it, so I installed Windows 7 to play it without any issue, now I found out that my CPU isn't compatible with this OS, I don't know what else can I do.
I have a GTX 960 lying around, will installing it solve the problem? To do the latter I'd need to get a VGA to HDMI/DVI/DisplayPort adapter, because my monitor uses that.

What cpu do you have? I think windows 7 doesn't support new 7th gen intel chips.

Intel Celeron G3930, H110 motherboard.
I know, that's what I discovered today, while I was trying to solve the problem, installing the latest drivers for its iGPU.

Yep, that launched beginning of 2017, i'm guessing it's just not supported by windows 7. Typical microsoft forcing everyone to windows 10.

The Intel Celeron G3930 is based on the Kaby Lake Architecture which dropped support for any Windows edition older than 10. Skylake is the last generation that supported these older versions of Windows.

I would use Windows 10 without any problem, but the thing is that it isn't compatible with older DirectX versions, which means that games like San Andreas won't work, at least properly.

I know, but will installing the graphics card I mentioned solve the problem? Or should I just lay on the ground and cry miserably?

If there are issues in terms of compatibility, there's unfortunately nothing you can really do outside of just acquiring an older system to play your older games. Some DirectX9 games like Combat Arms for instance still worked flawlessly even on Windows 10, others aren't so lucky.

You can get windows 7 running on a new PC, but it is a major pain in the ass and basically requires getting a modified install of the OS, I failed trying to get it on a friends PC but you may find someone with better expertise if you're lucky

I did practically EVERYTHING I could to play it on Windows 10, I even tried to get it to work by installing a few different DirectX versions, but failed miserably, I also did that Compatibility Mode thing.

Hopefully someone else here can double check whether or not Kaby lake boards are backwards compatible with Skylake chips.

I haven't heard or have seen such connectors, mainly because VGA doesn't carry a digital signal and HDMI doesn't carry an analog signal so it most likely won't work without any additional circuitry and trickery.

DVI-I on the other hand has both signals so DVI-I to VGA adapters do work and I've used quite a few over the years.

Looks like the solution people have been using is essentially installing a copy via a cd/dvd drive and installing a user created patch to allow updates such as SP1 to be installed, though those updates can be installed manually as well but that is a bit of a hassle unless you have the updates on a drive already
