that is not so easy to answer. overclocking is dependant on a great number of factors. 

the specific chip you're using

the motherboard you're using

the VRM's on the motherboard

not to mention the sillicone lottery!

it depends on how the tuner deals with it ( good tuning means stable, bad tuning means not stable :P )

It's not a question you can answer as each chip will have its own unique traits that affect overclocking. That being said, current Ryzen CPUs consistently hit lower overclocks than Intel CPUs.
