65*C on a stressed CPU is pretty good.  Anything below 80*C is considered good and 90*C is when you start to be concerned.

 

You have some room to OC it if you want.

When you overclock, you are bumping the multiplier of the all core TURBO BOOST higher and adding additional voltage as needed.  The 7700K already has an all-core turbo of 4.4Ghz, so most people would start at 4.5Ghz(45x) and go from there.  An average target would be 4.8Ghz with some reaching 5.0Ghz or higher.  I don't have this CPU, so couldn't tell you the average voltages needed, but I am sure others will chime in on that.
