the oveclocks that do that change the base clock, which also messes with your ram speeds

Why do you want that finite of an adjustment?  

 

4510 MHz is .002% faster than 4500 MHz.  Overclocking in increments that small is a complete waste of time.

 

You can adjust base clock in smaller increments, but that changes more than your CPU clock.
