Yes, 850 watts should be enough for HD 7970 Crossfire, why you'd use cards that old, Idk, but that's be more than enough.

You'll need at least an 850W PSU for that in crossfire. Do be aware you could probably upgrade sooner if you can. The newer cards are much more efficient in terms of power usage whilst being faster. which is a plus... just an afterthought in case*

Using cards that old because they were within my budget when I bought them used. Both cards work perfectly well

A modern card for the same price as both would probably be comparable in performance, not to mention the needing a higher rated PSU, more power and the need for better airflow in a case (which mostly cost money), it ultimately balances out pretty even. Also crossfire support isn't all that great, watch out for games with no crossfire support.
