I updated my itunes for the first time in like 4 years because it said something about high DPI support which caught my attention. 

 

Now it's broken, on the right is my 4k monitor, on the left is my 1080p.

 

Now i remember why i didnt update itunes for so long

I'm not downloading that MP4.

 

I would suggest waiting for the Windows Store version.

Ah! Yes! This looks like a drawing bug in the GUI framework that Apple uses for its iTunes software, or a code bug in executing the redraw call as you scroll the list. I don't think anything can be done beside reporting it, and waiting for a future update. You can maybe play with minimizing/restoring iTunes, or see in starting iTunes on the other display instead.

yeah it doesnt do this if i only run my 1080p monitor, but always does this stupid scrolling thing when on extended desktop.
