My hardline custom loop is a few months old and i believe all the air bubbles have been purged. The flow meter, however is spinning slow with a stutter or pause every rotation. Before installing into my system,  I had tested all the tubing, radiators and blocks individually with the flow meter in line. During the testing, the flow meter spun fast and without issue. Idle temp on cpu in an 82f room is 34c. Gpu is 30c. While gaming ,cpu is 55-58c(63c while playing vr) ,gpu just sits at 45c.

COuld you give us a picture of the flow meter? Because the temps you are giving while under load are perfectly good for Custom WC loop :) So i think it might be the flow meter that is the problem not the flow. I had bought one myself from ebay (shit one) and it seemed to be working nicely but sometimes it would not spin at all, but i could see the flow.

What's your pump speed running at, also those are reasonable temps your system is running at underload, nothing out of the ordinary.

@alexirv600, i suspect your loop is fine because the temperatures look fine too, flow meters tend to look as if it is  sputtering or spinning slowly when in fact it is fine. I hate flow meters.
