My sister wants to join the master race but doesn't want to spend to much jumping in. She asked me to help but I don't really know what I'm looking for when it comes to a budget PC. I want to keep it cheaper for her but I don't want her having something that craps out in a few months. This is my shopping list so far.

 I'm just looking for where I could save her some money and or giver her better RELIABLE performance. Any help is greatly appreciated.

Don't waste money on a crappy FX CPU :/ Get a Pentium G4560 (with an LGA1151 board) or a Ryzen 3 1200 (with a B350 board)

Yep, just don't get an MSI board. Get an ASUS or an AsRock one. (@Princess Cadence @dave_k) and get 3000MHz DDR4, because Ryzen likes fast RAM ;)
