GTA V fps drops?

When I play GTA V, I always get fps drops when driving, especially when driving through the city.

I have a dell inspiron laptop with an i5 7300hq at 2.5 Ghz and a 1050 ti with 8 gigs of ddr4 ram

Running the game on high except for tessellation, textures, reflection quality, water quality, and particles quality, those are set to very high. Also I have population density and variety at 80 percent.

Any suggestions? nvidia control panel tweaks? (already set the control panel to max performance) Setting changes? please let me know

Is it installed on a HDD?  That's what happened when I tried that.  Moved to SSD and it worked perfectly.
