Yes. But framerate might not be what you consider to be acceptable.

You can employ tricks such as Dynamic Resolution Scaling in the few games which support it. Checkboard rendering can also be used in the few games which support it. Resolution Scale can also be used.

To be completely honest, Ultra settings are overhyped and really not necessary to enjoy most games. Very High or High settings often will be just fine.

On this sort of budget, you're not going to be able to get 1440p 60FPS on ultra settings in AAA games. A GTX 1070 takes up half of your budget so forget that.

Then don't be an Intel fanboy. Fanboying gets you nowhere.

Why would you want to get a K-series CPU (let alone a i5-7600K instead of a R5 1600) if you don't want to overclock? You would also need to buy an additional aftermarket cooler which cuts into your budget.

A MSI GTX 1060 6GB costs significantly more and (again) puts you over your budget.

Be nice to each other boys and girls. And don't cheap out on a power supply.

A R5 1600 is a better choice than both options... and cheaper. There's no point in buying either the i5-7500 nor i5-7600K when it exists.

The Zotac GTX 1060 6GB will perform more or less the same as the GTX 1060 6GB. You're basically going over your budget at this point.

Userbenchmark is not a reliable website for determining performance. Look at actual gaming benchmarks instead.
