Yes. But framerate might not be what you consider to be acceptable.

 

You can employ tricks such as Dynamic Resolution Scaling in the few games which support it. Checkboard rendering can also be used in the few games which support it. Resolution Scale can also be used.

 

To be completely honest, Ultra settings are overhyped and really not necessary to enjoy most games. Very High or High settings often will be just fine.

Depends on the game. Csgo, rocket league and some old games can run at those settings at above 60fps (might get below that occasionally), but the witcher 3 might not get 30fps.

 

In general though, you need a 1070.

Depends on the game. I had a 1060 3gb, upped it to the 6gb and was still lagging even though I had more VRAM. You'd be best off going the 1070 / 1080 / 1080 Ti route in this case.

yeah i also wanted to go for 1070 but my budget is only of 1400 usd and i have to get every possible must needed item for my new gaming pc build  :/

980ti has similar performance to the 1070. Prices are around $300-340, depends on the actual model.

On this sort of budget, you're not going to be able to get 1440p 60FPS on ultra settings in AAA games. A GTX 1070 takes up half of your budget so forget that.
