My tray icons won't go in the right order.

This is an incredibly simple problem that has become ever-increasingly irritating over time.

I run HWinfo64 in the background and I have usage, temps, core-0 clock, and voltage for my CPU, as well as usage and temps for both GPUs in the system tray. I've grouped them by device, and while all the icons for the CPU always show up properly, the GPU icons always get jumbled up -And not only that, they don't respond properly when I try to drag them around, almost randomly grouping up and shuffling order when I try to fix it.

Is this just Windows being stupid, or is it HWinfo64? Who do I need to punch in order to fix this?
