Probably not, if the GPU doesn't spin up all the way then it might turn on but I would expect crashes pretty quickly if it does.

Probably not if its running anything else with load.

If you're getting a 300w gpu you don't want to cheap out on a psu. 320w won't be enough anyways since the rest of the system pulls way more than 20w
