if you think it is a virus/malwhere etc. not just chrome being chrome, lol, Then the best cure is to reinstall windows; I would rule out anything else out first. Reinstall chrome and make sure that no other browser is doing the same thing. Out of curiosity I would find the file its trying to open too.

Have you tried turning it off and on again?

Seeing as both Chrome and Firefox are affected, it is likely you ran something you shouldn't have on your computer, or accidentally installed malware bundled with other software.

While you can go the thermonuclear option of re-installing Windows, this is often neither ideal, nor necessary.

Go through this checklist in descending order until the issue is resolved:

  1. Check the affected browsers for any rogue extensions or startup pages
  2. Clear all browsing data
  3. Re-install affected browsers
  4. Check the "Startup" tab of task manager for any unusual processes
  5. Restart the computer
  6. Attempt a System Restore to before the problem occurred
  7. Boot into safe mode and perform a full system scan
  8. Re-install Windows

In general, be wary of any software you download or sites you visit. Only use official sources for software and avoid torrents.
