Neither. 

 

You can't use 3000MHz memory with B250, the 2nd PC has great storage while the first has a better PSU and GPU.

They are different PCs that you cannot compare. I would spend money completely differently tbh.

PC 2 has smaller disk storage but it should be faster than PC 1, I think.
