MSI GTX 1060 Gaming X PLUS 9GHz memory speed, but only shows 4500 MHz on CPU-z

DDR=Double data rate

 

So 4500mhz doubled is 9000mhz

I have a GPU MSI GTX 1060 Gaming X Plus, it shows 9GHz memory speed on the package, but on CPU-z it only shows 4500 MHz.

 

Anybody knows if it's normal?
