Help! PC issues - Maybe a faluty device

I am having issues with my PC (list: goo.gl/PNTg4V Video: youtu.be/SmNDGFy4cy0) any help? Any operating system I try to boot, windows 10 installation media or multiple versions of Ubuntu (16.04 16.10 17.04 and 17.10) it will last anywhere from 5 seconds to 2 mins until the whole system freezes up, mouse and keyboard unresponsive and no screen updates. I have to either turn it off completely or use the reset button. Any ideas of what it is. Watch the video linked above.

 

EDIT:

The uefi bios still loads and functions as normal.

Have you tried installing ram into other slots?

Try running through this list. Even though some are specific to no boot only (Such as CPU Power), a couple may be applicable to you.
