No, it wouldn't bottleneck it.

1. A 1600 non-x will save a bit of money on unnoticeable performance compared to x model.

 

2. 1600 can be paired with a 1080ti and still no significant CPU bottleneck. RX 480 is already enough for your requirements.

Bottleneck is the wrong word.

The RX 480 will, however, most likely be the limiting factor, yes.

Should be no problem for gmaing on 1080p though, even low 1440p. 

Bottleneck means a component keeps another from reaching it's full potential. 
However I doubt that a R5 1600X would even be surpassed in fps-output by a GTX 1080.

 

If I recall correctly, the bigger Ryzen 3 was already sufficent to max. power a GTX 1060.

CPU usage is still minimal when gaming, unless it is a RTS. A better GPU would probably be the route to take. Though I would love to have a 480 over my 1050 ti at the moment. Joined the PC MR during the mining craze was.... crazy. Need something for school though so went with it. I have a 1050ti paired with a 1700 I can throw (so far) any game at 1080p 60 fps on high and shoot my wii u died just before I beat botw.... got cemu and can play botw with it at a 25-30 fps.

My gamepad broke a while ago :( I feel the pain. Thanks for the advice anyways

Well the 1700 is quite overkill for a 1050Ti ;)

It is I plan to upgrade down the line. I am using it right now though for Oracle VM Virtual Box for school. Need a few flavors of linux at the moment for school. Totally stoked to get started. Wish I planned to go before I started a family though.

School and family doesn't mix well, I have some luggage to carry there as well. 

At least a project involving a Oracle VM sounds awesome. ^^
